Purchases outside the United States: a 1.5% foreign transaction fee applies, regardless of the currency charged. This includes transactions where a merchant outside the United States bills you in dollars.
When a merchant outside the United States processes your payment in a currency other than dollars, Visa converts the transaction amount to dollars using the exchange rate it applies for the applicable processing date. This rate may differ from the rate available on any given day.
